What Local Authorities need to do now to prepare for MHHS

Under MHHS, ALL meters will have to be settled on a Half Hourly basis. This reform is the key enabler for a smarter, more flexible, and decarbonised energy system.

As the only All Services Agent, our goal is to equip you with as much knowledge as possible to help you with this transition.

In this blog, we’ll explore what MHHS means for you, when it will affect your operations, and the practical steps you need to take now to prepare.

When MHHS will impact you

It’s affecting you now. MHHS migration is being carried out in waves, and regardless of which wave you’re in, it’s crucial to start preparing immediately.

To find out when your supplies will be migrating:

  1. Check what wave your supplier is in here
  2. Click on ‘Facilitating Engagement between Suppliers and Agents Central Register’
  3. Contact your supplier directly to get a confirmed migration date for your supplies

We strongly recommend speaking to your supplier now to understand your specific timeline. Ensure that you request that your chosen agents are continuously appointed to minimise any disruptions.

How will it affect you?

MHHS will bring significant changes to how your energy is metered, billed, and managed.

All meters must be capable of sending Half Hourly data. Non-Half Hourly meters which currently have no capabilities of collecting HH data will need upgrading or replacing and traditional meters will need to be exchanged.

The programme has potential for significant savings with its goal to increase data visibility and accuracy alongside new tariff structures, including Time of Use tariffs.

What will happen to your Unmetered Supplies

Under MHHS, all electricity supplies will transition to Half Hourly settlement – this includes Unmetered Supplies.

All Non-Half Hourly unmetered supplies were required to migrate to Half Hourly settlement by early 2025.

The importance of integrated Metering and Data services

Having one provider for both your metering and data services offers Local Authorities several significant advantages:

Simplified communication and coordination
Single point of contact for all metering issues
Reduced risk of data discrepancies between services

Whilst it is possible to use separate providers, a combined service simplifies the entire process and significantly reduces the potential for issues during your MHHS transition.

How Stark can support your MHHS transition

As the only All Services Agent for MHHS, Stark is qualified in all the new roles required under the framework. We provide metering and data services in advanced and smart sectors alongside unmetered supplies.

This means simplified management, reduced risk of data discrepancies, and guaranteed compliance from day one.

Your data integrates directly with your existing energy management software like Systems Link via secure FTP, and you have full visibility through our Stark ID platform.

Most importantly, we ensure your data quality meets MHHS standards, so your billing and reporting are correct from the start.
