Ensuring timely delivery of essential infrastructure services
Background
As specialists in affordable housing utility connections, Stark Works was engaged to provide water and electricity for a new residential development aiming to create up to 300 affordable homes.
The project involves Stark Works completing the first 150 plots, with National Grid installing two substations and providing water and electricity for the entire site. Stark Works was chosen for our proven ability to deliver on time and within budget.
The project
This comprehensive affordable housing utility connections project is set to unfold over the next 2 to 3 years, has recently commenced with the first phase of laying cable. The goal is to provide low-voltage (LV) and water services to 154 domestic dwellings and 11 landlord services.
We were selected for our reliable track record and commitment to meeting deadlines and budget constraints. As the project progresses, the adoption of water, electric, and LV networks will mark significant milestones.

Technical and design issues
One of the key challenges was design issues due to an existing DNO substation onsite and the proximity constraints for laying apparatus.
Through consultation with the DNO and designers, a positive outcome was achieved, allowing the developer to sign over the first few plots.

Stakeholder management and legal hurdles
Managing stakeholders was also critical amidst legal hurdles with National Grid and the owner. These legal challenges required close collaboration with the customer to navigate and overcome obstacles. The previous ICP/DNO let the client down, achieving only 18 out of 77 connections in Phase 1, delaying the handover of the first plots.
This case study highlights the complexities of utility infrastructure projects and the importance of collaboration and problem-solving in overcoming challenges for successful project delivery.
Next steps
We are currently addressing the remaining legal issues and progressing with the utility infrastructure installation. The next steps include completing the connections for the remaining plots, ensuring all systems are fully operational, and maintaining clear communication with all stakeholders to ensure timely and successful project completion.
